The distinction

It hardens the WordPress application itself. Static Shield instead reduces how much of that application is publicly reachable in the first place by serving a static release. Hardening wp-admin and reducing wp-admin's public reachability solve related but different problems.

Using both together

Hardening tools like this are still worth applying to whatever admin/login path you keep reachable — Vault Mode (Pro) narrows the window it's open, a hardening plugin narrows what happens during that window.
